I'm not convinced it makes total sense to tie Raft fetch and fetchsnapshot to
the existing broker config of replica.fetch.response.max.bytes - customers
might be fiddling with that config to experiment with optimizing broker
replication, which can have different throughput needs than their Raft
replication.
