Both TransactionsTest and TransactionsWithTieredStoreTest are flaky. From my
recent runs:
```
FAILED ❌ TransactionsWithTieredStoreTest > "testFencingOnSend(String).quorum=zk"
FAILED ❌ TransactionsTest > "testSendOffsetsWithGroupId(String).quorum=zk"
```
