This PR continues on the work of https://github.com/apache/kafka/pull/16991 From discussion, the changes regarding feature levels in the previous PR is considered out of scope for this change. Also, an "add voter" test still needs to be added. *Summary of testing strategy (including rationale) for the feature or bug fix.
