I found the following statement by [~guozhang] in one of our conversations:
"Re standby-process-ratio: I did not implement it intentionally and defer that
until we moved restoration into separate threads. I must be my fault forgetting
to remove it at the moment in KIP-444."
So, I guess it was indeed never added in the code.
