[~chia7712] I was mainly concerned by the Jira name as I guess that goes to the
release notes. But you are right, the error message might be a bit confusing as
well. I can open a PR for it. How does it work for the 3.9 release? Do I open
it directly against the 3.9 branch? Or do I open it against trunk and it will
be later cherry-picked?
