Earlier today, ge.apache.org was down for a while which resulted in many missed build scans. I was able to manually upload several of them, but this is kind of a hassle. If we use the CI Complete workflow for uploading build scans from trunk, we will be able to simply rerun the workflow to re-attempt the publish. Since we already have the mechanism in place, it makes sense to use it. Another option would be to modify CI Complete to be able to run on-demand.
