[~apoorvmittal10] : I am saying that even for PushIntervalMs, it seems the
easiest and the probably the most correct way is to still mute the channel
since the client is behaving incorrectly. If we don't mute the channel, there
is no guarantee that the client will act on the returned throttleMs.
