Description: After electionTimeout expiration unattached observers will
send fetch requests every {{QUORUM_REQUEST_TIMEOUT_MS_CONFIG}} (which can be
longer than we want), and poll the message queue for 0 seconds (meaning we
won't wait for inbound messages anymore). (was: After electionTimeout
