Make changes to the RPC for KIP-853 for the following RPCs:

# BeginQuorumEpoch
# EndQuorumEpoch
# Fetch
# FetchSnapshot
This must also include the handling of these requests. This change will allow
followers (voters and observers) discover the leader's endpoint.
