There is another Jetty related ticket open at
https://issues.apache.org/jira/browse/KAFKA-15001
I don't know on top of my head why we don't use 11.x of Jetty (instead of 9.x)
but I remember there was some good reason about it. Can you please add the
details on backward compatibility of this Jetty upgrade to 11.x in this ticket.
