it depends on which support you use, jsp or vm (vm is default).
For jsp
[TOMCAT]\webapps\jetspeed\WEB-INF\templates\jsp\layouts\html\default.jsp
for vm
[TOMCAT]\webapps\jetspeed\WEB-INF\templates\vm\layouts\html\default.vm
You should find there
<body bgcolor="#FFFFFF">
so change it to
<body bgcolor="#F5F5F5">
Simple and effective!
