Does the Tomcat installation run or does it have the same problem?
Maybe try a different Tomcat.
Also, check the log files in $TOMCAT_HOME/logs for stack traces. Attach any
related stack traces to this issue.
Which directory did you install into?
I don't run Windows, but I've seen problems where having a space in the
directory name can cause class loader issues. For example if you installed into
C:\Documents and Settings\<username>
Maybe try running everything out of something like C:\apache\jetspeed
