Resolution: Fixed
Just resolved this, it's a maven 3.3.1 problem on windows, they removed the
.bat file (?), see
https://issues.apache.org/jira/browse/MNG-5792
After copying apache-maven-3.3.1\bin\mvn.cmd to mvn.bat it worked.
Sorry for the trouble, should have used the maven -X switch from the beginning
displaying
