Prepare release. There were a number of build issue that popped up when
switching to latest Apache Master POM (16) via latest Portals Master POM.
Problems include
* OpenID artifacts no longer resolving
* Xerces dependencies no longer found during component tests
* Jetspeed Maven deploy plugin NPE error
