Fix For: 2.2.3
Implement new filtering and security valves to insert in request/service
pipelines. The immediate requirement for these is to support multiple REST
service pipelines using a single CXF infrastructure. The multiple pipelines
need to be secured differently and thus requests to the RestfulServicesValve
singleton appearing in multiple pipelines need to be filtered accordingly in
each.
