Lock page portlet actions into a page

Some portals, like liferay, allow the existence of applications on the pages
that users can not manage. not be moved or deleted.
I needed to have a portlet within the page, and that the user can not
reposition or remove. In short, when the user releases the page controls appear
not to move or delete the portlet. This capability is not offered by Jetspeed.
It may be interesting to get to better manage the layout of the pages, and
administration.
