Jetspeed installer fails to seed database due to wrong seed file path

Fix For: 2.2.2
Installation with Jetspeed installer fails if we choose "Store PSML in the
database?" option.
The seed.xml resource files are located under resources/seed/ directory, but
the build.xml is looking for it in resources/ directory.
The paths should be corrected.
