Please review the installation instructions. If you install into a JDK or JRE 
then the jars should end up in the lib/ext directory of the JDK/JRE. You also 
need to be sure you are picking up the correct JDK/JRE. Note on Windows there 
might be both. If you install on the CLASSPATH they need to be on the CLASSPATH.
