    docs: Update release process for site.xml check and manual dist upload
    
    Add preparation step to verify release notes sidebar link in site.xml
    and create placeholder release notes for the next version (required by
    the distribution assembly). Replace the obsolete dist.py reference
    with manual artifact verification and SVN upload instructions.
