Unfortunately, this "works as designed". "[shorttitle]" has been
introduced before biblatex existet. See
http://jabref.sourceforge.net/help/LabelPatterns.php for an
explanation of "shorttitle".

Could you file an issue at https://github.com/JabRef/jabref/issues?

Think, we should change the behavior of "shorttitle" to use the bibtex
field "shorttitle" if it exists.
