hmm, difficult to say -- if you use, as you say, Windows7/8 unicode is 
the default. A practical suggestion is the unix/linux command "file". 
Simply run, from a terminal, for example on file books.bib

file books.bib

you should get:

books.bib: UTF-8 Unicode text, with very long lines

this is an almost 100% sure test!
