yes, this can be easily done:
\begin{publisher} ... \publisher ... \end{publisher}
The contents between the \begin and \end tags are only included if the
"publisher" field is set. For more information, see
http://jabref.sourceforge.net/help/CustomExports.php under
"Conditional formatting".
