Fix Version/s: 2.12.1
Description: As per the spec here,
[https://www.w3.org/TR/xmlschema11-1/#sec-src-attdecl], point "5 If fixed and
use are both present, use must not have the actual value prohibited." is newly
introduced in XSD 1.1. On the branch xml-schema-1.1-dev, this was implemented
with our XSD 1.1 implementation but while doing validation in XSD 1.0 mode we
get an erroneous behavior. (was: As per the spec here,
https://www.w3.org/TR/xmlschema11-1/#sec-src-attdecl, point "5 If fixed and use
are both present, use must not have the ·actual value· prohibited." is newly
introduced in XSD 1.1. This was implemented in our XSD 1.1 implementation, but
while doing XSD 1.0 validation with our XSD 1.1 support we get an erroneous
