The XML Commons website has been poorly maintained. Agreed, we should clean this up!
You can find the source in SVN here: https://svn.apache.org/repos/asf/xerces/xml-commons/ Xerces-J consumes XML Commons External (these are the JAXP APIs) and XML Commons Resolver (XML Catalog resolver). There have been requests in JIRA to support JAXP 1.5/1.6, mostly for the security properties that control entity resolution. As a first step to supporting them, Xerces-J would need a new version of XML Commons External with the updated JAXP APIs. As for the XML Commons Resolver, I think there's a feature request somewhere to support XML Catalogs v1.1. It would have probably been from Norman Walsh. Not sure if there's a patch, but it's worth checking. Thanks.
