Control Groups are feature of the Linux kernel that have to be enabled for Tizen:Common, Tizen IVI and the other Tizen 3 profiles because of systemd. Some details can be found at the porting guidelines in Tizen wiki: https://wiki.tizen.org/wiki/Porting_Guide/System

As far as I know the usage of cgroups and systemd in Tizen 3 profiles is standard, just like in other popular GNU/Linux distributions.
