Thanks for raising an issue. The current page
http://training.apache.org/developers/contributing.html hasn't been updated
since the move from RTC (review then commit) to CTR (commit then review).
Currently we don't have any correct text for that page. Look at the thread
"Change in contribution model?" on the dev mailing list for more information.
From that thread I see:
- CTR for content modules as this simplifies new contributions
- CTR if no one objects in a reasonable time (72h).
- RTC for core modules such as the presentation framework, themes and stuff
used by presentations.
Do you want to have a go at updating the text on the contribution page?
