If that were true I'd consider it a bug. We used the self-service tool and I
don't believe we set it up to require moderation.
What made you think it is set-up like that?
We have one person who's always caught in moderation but the mails are legit.
Aside from that the only moderation mails I get are spam. I never bothered to
look into it however.
