Resolution: Fixed
Shelving v3 (svn 1.12) supports copy and move to the same extent that 'commit'
does.
That's enough to call this task basically 'done'.
As an enhancement, shelving should be extended to preserve the special 'move'
metadata that links the two halves of a 'move' in the WC. See: SVN-4830.
