this function maybe return not the flink job latestCheckpointId，is application history jobs latestCheckpointId （这个方法对应新的作业的jobid而言是没有缓存ck的，所以会返回这个application在数据库中存储的最新的checkpointId，但是这个是之前历史job的，不应该与当前job的checkpoint进行比较了）  -- This is an automated message from the Apache Git Service.
