## Summary Adds the `spatialbench-raster` crate — the data model foundation for the raster benchmark (ENGP-263). Three modules: - **scaling**: SF→(A, N, M, T) lookup table - **footprint**: UTM-based tessellation into fixed-metric tiles (109.8km²) with proper WGS84 ellipsoid projection - **topology**: Narrow/Balanced/Wide factoring and scene assignment Part of the phased raster benchmark implementation.
