## What changes were proposed in this pull request? RATIS-2491 proposes upgrade of Netty from 4.1 to 4.2. There may be compatibility issues, so I think we should incorporate it in `ratis-thirdparty-1.1.0`, and maintain `ratis-thirdparty-1.0.x` for security fixes on Netty 4.1 (and other dependencies). This PR bumps project version number to `1.1.0-SNAPSHOT`. Afterwards we can create the maintenance branch from the previous commit.
