{{jakarta.annotation-api}} was added in RATIS-1977, required for gRPC at the
time
([discussion|https://github.com/apache/ratis/pull/1269#discussion_r2103695726]).
Starting with gRPC
[1.74.0|https://github.com/grpc/grpc-java/releases/tag/v1.74.0], it is no
longer needed.
