   I'm running into `java.lang.NullPointerException` in 
`polaris-runtime-service:intTest` caused by: 
https://github.com/apache/polaris/blob/de8cadfa40c583a3530af7900e78a974976c5996/runtime/service/src/testFixtures/java/org/apache/polaris/service/it/ServerManager.java#L56
   
   It's attempting to read the System Property `quarkus.http.test-port` which 
does not exist. Instead, we should use `ConfigProvider` to read it directly 
from `runtime/service/src/intTest/resources/application.properties` instead. 
This is also a test only property, so moving it from 
`runtime/defaults/src/main/resources/application.properties` into a separate 
test artifact.
