   @snazy Just to be sure, could you help me confirm that "Combined status" is 
not the right thing for what we are trying to do?  When I look at the combined 
status of any commit from `main`, the `state` property is always `pending`.
   
   Now, digging around, I found that there is a REST API endpoint to [verify 
the "Checks" that have been run against a particular 
commit](https://docs.github.com/en/rest/checks/runs?apiVersion=2022-11-28#list-check-runs-for-a-git-reference).
   
   Example for a commit of this PR where `./gradlew rat` failed one of the 
checks: there is one `failure`.
   
   ```

   So I am thinking that this verification should be "the conclusion of all
