Review Comment:
TBH, I do not see how current code ensures that there are no gaps in the
history of a snapshot that is only referenced by a tag, but not by any branch.
I'd propose to reverse the logic and instead of computing snapshots to
remove, we compute snapshots to keep. It might be more natural and should allow
using normal `TableMetadata` builders, I hope.
