Regarding the "implementation plan", I think that's a big effort by itself / big efforts on their own. Noting that for "release process" there's #485, which includes release-notes generation - the "changelog" is [discussed here](https://lists.apache.org/thread/qznf8toht1r7ml35lt4p8nwlk9op638v). PR templates - we already have those, and we had more complex ones, which turned out to be too complex. Not sure whether we should make "conventional commits" mandatory, but I do think that having meaningful information in the Git log is important. Do you mind taking a stab at (1) of your plan?
