While I wasn't part of the model 4.0.0. design, it a clear indication that
designers tried to avoid the mess caused by Ant: multiple build and properties
files. If we allow this in Maven that wouldn't make it any better than Ant.
I'd leave this open though I highly doubt that someone will take a look in time.
