It was my understanding that {{.vm}} only worked for supported documentation 
formats (apt, fml, xdoc), not general resources.
 
I went back and verified that files under {{src/site/resources}} with a {{.vm}} 
extension are not treated specially using Maven 3.2.1 and version 3.3 of the 
Site Plugin. For example, I have {{src/site/resources/css/foobar.css.vm}}, 
after running {{mvn site}} I have {{target/site/css/foobar.css.vm}} and the 
file is unfiltered.
