Description:
The {{maven-patch-plugin}} does not throw an error or display any message when
the GNU {{patch}} binary is not present in the system path. This makes it easy
to accidentally include an unpatched file in the build artifact that may cause
undetected subtle errors.
The plugin should report an error when the binary cannot be found in order to
cause the build to fail.
