Some IDE, m2e in particular, have a concept of workspace dependency resolution,
which allows testing of code changes without the need to install/deploy
artifacts to maven local/remote repositories. As a maven plugin developer I
would like to use this feature when I run maven plugin or maven core
integration tests from without my IDE workspace.
