This is not enough information for me to reproduce the issue.
Could you check out
{{http://svn.apache.org/repos/asf/maven/plugins/trunk/maven-install-plugin/}}
and execute it with {{mvn verify -Prun-its}}?
Several projects under {{src/it}} verify the behavior of {{installAtEnd}}, so
maybe there's something special with your project.
