If you have plugins generating files in ${project.build.outputDirectory}
incremental stuff will detect a change and trigger a compilation.
See remote-resources-plugin which generate some files (
target/classes/META-INF/LICENSE or target/classes/META-INF/NOTICE) even if
nothing has changed.
