could you create a sample project for me which reflects this issue.
Take a look at 
https://svn.apache.org/repos/asf/maven/release/trunk/maven-release-manager/src/test/resources/projects/
 for some examples.
I think we need an example for both {{rewrite-for-release}} and 
{{rewrite-for-development}}.
Once reproduced with a valid example it should be much easier for me to fix
