However, if I try

mvn javadoc:aggregate -PjavadocDist -Ddoctitle='FOO' -Dfooter='BAR'

I get

-footer
'<b>Test project: Build 1.0-SNAPSHOT</b>'
{code}
Setting {{<footer>}} in pom.xml works.
