In our case, this arrives in the default lifecycle, since we attached the javadoc plugin to the verify phase through a profile. When the profile is activated, the build fails. Furthermore, failOnError , as decribed in [http://jira.codehaus.org/browse/MJAVADOC-197], has no effect here. We use maven 3.0.4 and javadoc plugin 2.8.1.
