docletpath parameter not working from command line

The command-line parameter -Ddocletpath is being ignored. Maven says:
"[WARNING] No docletpath option was found. Please review <docletpath/> or
<docletArtifact/> or <doclets/>" and then fails to find the doclet. The
parameter -Ddoclet is working.
