I disagree that this is a bug. Most of the time when you get this error, it's
because your tag directory was actually invalid (i.e. the pom was
misconfigured). If change the functionality so that it will create the
directory if it doesn't exist, there is no way to know if it was actually a
problem or not. Maybe you could put a config flag in to the mvn release plugin
that's something like "createParentDirectory" but I would certainly not change
the default behavior.
