in jclouds, we are using artifact ids for libraries bound to cloud provider 
offerings.  they sometimes rename these, so being able to gracefully deprecate 
a name would be helpful.

ex. org.jclouds.provider/bluelock-vcdirector -> bluelock-vcd-lab
