The Pom itself still does not have a link to its documentation or JIRA.
The top-level <url> should point to the documentation for the POM, not the ASF
website.
There should also be an <issueManagement> section.
By the way, some of the documentation lines are very long - it would be a lot
easier to read them if they were wrapped.
