I agree that the documentation could be misleading, e.g. the example at
http://maven.apache.org/doxia/references/apt-format.html#Paragraph could lead
to the expectation that {{Paragraph 1, line 2}} is always on a separate line
than {{Paragraph 1, line 1}}. However, this only refers to the apt document
format itself, i.e. line breaks in an apt document are not significant inside
paragraphs. When translated to other formats, all lines within the apt
paragraph go to one paragraph in the target document, like the html example
above shows.
